关于两次调用start方法

Question

在第二次调用 start() 方法的时候，线程可能处于除了NEW的任何一个状态，那么既然第二次调用start方法的时候一定会抛出异常，那么是不是可以认为对一个线程调用start()方法的时候，它必须处于NEW状态。
